October 4, 2023

On Tuesday, October 3, the manager of the Crimean Tatar Resource Center Liudmyla Korotkykh took part in an expert discussion with the US Institute of Peace on security sector issues in Ukraine.

During the meeting, Ambassador William Taylor and his colleagues presented preliminary findings of a forthcoming report on the security sector in Ukraine.

The purpose of the discussion was to receive suggestions and comments from Ukrainian experts on the following issues that are covered in the report for further development:

Justice sector

Anti-corruption

Civilian law enforcement

Defense Sector/Veterans

Liudmila Korotkykh in her speech thanked that the comments of the CTRC were taken into account that the approaches to the reintegration of the occupied territories in 2014 and in 2022 should be different.

The expert noted that the issue of restoring the activities of the judicial system, law enforcement system and other security sector institutions requires an integrated approach that will take into account the interests and needs of various population groups, as well as the specifics of this region, and a legal framework for this process should be developed today.

The CTRC manager noted the importance of differentiation in holding people accountable for collaboration, the importance of studying each situation separately, since this issue is sensitive.

“We must be realistic in our desire to punish all those responsible, because we have certain institutional restrictions in this”,- she explained.

Liudmyla Korotkykh presented Recommendations for the reintegration of Crimea, developed by the strategic forum Future of Crimea.
