Coronavirus in the occupied Crimea: current realities

Despite the spread of coronavirus infection, the Crimean resorts incessantly received millions of tourists, and local authorities regularly organized festivals with a large number of people. For a long time, the occupants were silent about the real epidemiological situation associated with COVID-19 on the peninsula. But where is the truth to be found?

The situation with coronavirus infection in the occupied Crimea, according to the Russian authorities, was under control throughout the summer. The pandemic did not cause the holiday season to be canceled. So, for example, according to the so-called head of the occupied Crimea Sergey Aksenov, over the summer alone more than 5 million tourists rested on the peninsula.

Moreover, in the occupied Crimea, many thousands of festivals were held, to which people came from different cities of Russia. It is worth recalling that earlier, the so-called head of the occupied Crimea, Sergey Aksenov, made changes to the current decree of March 17, 2020, extending the coronavirus restrictions on the peninsula until October 2021. However, according to the amendments, the restrictions did not then apply to the Tavryda.ART festival, as well as to a number of other mass events.

So that is all. The holiday season is over, the festivals sang and danced. Now, innocent people are forced to suffer from the negligence of the Russian authorities. Every day, anti-records are recorded on the peninsula for the number of cases of coronavirus and, unfortunately, deaths.

It can be seen that the situation really has already got out of control, that even the occupants began to declare a critical situation with the coronavirus in Crimea. At the beginning of October, the so-called Deputy Prime Minister of Crimea Elena Romanovskaya said on the air of the Crimea 24 TV channel that the bed capacity for patients with coronavirus in Crimea is 94% occupied. She claims that the situation is getting worse every day.

However, on September 30, Sergey Aksenov said that the high alert regime introduced in Crimea in connection with the coronavirus pandemic has been extended until December 1, 2021. Now the work of hostels and restrictions on the occupancy of theaters and cinemas (no more than 75% of seats and no more than 50% in ten districts of Crimea) are prohibited, nightclubs are prohibited, and so on.

As you know, on October 25, a system of QR codes began to operate on the peninsula, which can be obtained through the portal of public services after being vaccinated against coronavirus or if a person has been ill with the virus. That is, this code is now a pass to all public institutions.

Moreover, Crimeans are forced to vaccinate with Russian vaccines, while not providing an alternative to the choice of internationally recognized vaccines. Today, only Russian vaccines are available to the residents of Crimea: Sputnik V, Sputnik Light, EpiVacCorona and KoviVak. In particular, according to the decree of the regional Rospotrebnadzor, the vaccine must be made by workers in the following areas:

education, health care, social protection and social services;

trade, including courier delivery;

catering, including courier delivery;

provision of services for temporary accommodation (hotels, hostels, guest houses, boarding houses, sanatoriums, rest houses, etc.);

public transport, including taxis;

household services, including laundries, dry cleaners, etc .;

beauty salons, cosmetic, spa salons, massage parlors, tanning salons, baths, saunas, fitness centers, fitness centers, swimming pools, etc .;

client departments of financial institutions;

organizations providing postal services;

multifunctional centers for the provision of state and municipal services;

housing and communal services and energy;

cultural, exhibition, educational events, including game events, master classes), theaters, cinemas, concert halls, etc.

In addition, state and municipal employees, employees of state authorities, supervisory bodies and organizations subordinate to them must be vaccinated.

But not all residents of the peninsula trust Russian vaccines. And it is not for nothing that the World Health Organization (WHO) is in no hurry to approve the Russian Sputnik vaccine.

What should Ukrainian citizens do in the occupied Crimea in this case?

All Crimeans who wish can be vaccinated against coronavirus in the territory controlled by Ukraine after crossing the administrative border. You can get vaccinated in one of the Ukrainian cities closest to the peninsula – for example, in Kherson. But just how to get to Ukraine amid the coronavirus pandemic?

According to the Resolution of the Cabinet of Ministers of Ukraine dated 09.12.2020 №1236 On the establishment of quarantine and the introduction of restrictive anti-epidemic measures in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus (as amended), persons arriving from Crimea and Sevastopol are subjected to self-isolation.

Exceptions are (not subjected to self-isolation):

– persons under the age of 18;

– employees of representative offices of official international missions, organizations accredited in Ukraine;

– participants in external independent assessment;

– persons who intend to enter educational institutions, including courses (departments) for preparation for admission to state institutions of higher education located in the territory where public authorities exercise their powers in full;

– applicants for education studying in educational institutions located in the territory where state authorities exercise their powers in full;

– one of the parents (adoptive parents), guardians, trustees, other legal representatives accompanying a person who is a participant of the higher education institution or intends to enter an educational institution or is an education applicant who studies at an educational institution in the territory controlled by the Ukrainian government;

– Citizens of Ukraine wishing to vaccinate against COVID-19 in the territory where state authorities exercise their powers in full, upon presentation of an invitation for vaccination with a unique identifier;

– Persons who have a document confirming the receipt of a full course of vaccination or an international, internal certificate or a foreign certificate confirming vaccination against COVID-19 with one or more doses of vaccines included by WHO in the list of approved for use in emergencies, or the recovery of a person from COVID-19 ;

– persons who have a document confirming the receipt of a full course of vaccination, or an international, internal certificate or foreign certificate confirming vaccination against COVID-19 with one dose of a two-dose vaccine (yellow certificates) or one dose of a single-dose vaccine or two doses (green certificates), included by WHO in the list of permitted for use in emergency situations, or recovery of a person from the specified disease;

– citizens of Ukraine who have a document confirming the receipt of one dose of a two-dose vaccine.

In addition, a person  is subjected to self-isolation in connection with crossing the checkpoint  he/she must install and activate the Vdoma (At Home) mobile application.

Officials of the State Border Service check the installation and activation of the Vdoma (At Home) mobile application by a person when crossing the administrative border at the checkpoint.

If it is impossible to install such a mobile application, the person is subject to observation.

The period of self-isolation is 10 days for persons who crossed the checkpoint from the TOTU of the Autonomous Republic of Crimea and the city of Sevastopol and begins 72 hours after crossing the administrative border.

Self-isolation, facial observation in connection with the arrival from the TOTU of the Autonomous Republic of Crimea and Sevastopol is not applied or is terminated in the case of a negative test result for COVID-19 by the polymerase chain reaction method or rapid test for the determination of the SARS-CoV-2 coronavirus antigen, which was carried out after crossing Checkpoint on the territory controlled by Ukraine.

To date, testing for COVID-19 is not carried out in the security checkpoint.

Well, the Russian Federation claims that the situation with the coronavirus is under their control, but in fact, it leaves much to be desired, given the mortality and high incidence of COVID-19, especially in the occupied Crimea. The occupants are trying to preserve a good and attractive picture at the cost of  life and health of our compatriots.
