According to the law, the Russian Federation will recognize title documents issued by Ukrainian authorities, local self-government bodies or notaries before the occupation, provided that they were executed in accordance with the Ukrainian legislation in force at the time.
But all documents issued by Ukraine after 2022, i.e. after the occupation of these regions by the Russian Federation, will be considered invalid.
In addition, special regional commissions will allegedly be created to verify these documents, which will be valid until January 1, 2028. The law will come into force 90 days after its official publication.
We stress that this is yet another attempt by the Russian Federation to legalize the occupation of Ukrainian territories and establish control over the property of Ukrainian citizens. Repeating the practice used in occupied Crimea, Russia is creating artificial “legal grounds” for usurping property rights and persecuting dissenters.
Ukraine does not recognize any decisions taken by the occupation administration and also reminds that all actions of the Russian Federation in the temporarily occupied territories are null and void from the point of view of international law.
