October 24, 2023

Eskender Bariiev, Head of the Board of the Crimean Tatar Resource Center, member of  Mejlis of the Crimean Tatar people, proposed to create the Parliamentary Assembly of the Crimean Platform during the Second Parliamentary Summit of the Crimean Platform.

“The future of Crimea will largely depend on the decisions of the parliaments, therefore, coordinated and effective work, it is necessary establish the Parliamentary Assembly of the Crimean Platform as a permanent advisory body for interparliamentary cooperation, consisting of representatives of the parliaments of the Crimean Platform member states,” he said.

In addition, the expert emphasized that sanctions are the most important tool to deter Russian aggression.

“The aggressor should feel the growing pressure from regional international platforms, including the BSEC. Russia should be expelled from the UN Security Council, and a new assessment of all security and cooperation in Europe, which russia is destroying, should be carried out, which significantly complicates the role of the organization in post-conflict settlement and assistance in addressing humanitarian challenges in the deoccupied territories of Ukraine; the countries of the region should respond by strengthening international mandates in the field of regional security.,” Bariiev added.

Honorable representatives of independent peoples of the world!

Dear Ladies and Gentlemen!

I would like to express my sincere gratitude to all the countries that supported the Crimean Platform.

I express my gratitude to the PACE for recognizing the stalinist Holodomor as an act of genocide against the Ukrainian people and calling on all parliaments to do the same.

Impunity breeds new crimes.

An important factor in preventing crimes against humanity, should be the recognition by the parliaments of Holodomor as an act of genocide against the Ukrainian people, and the deportation of 1944 as a genocide against the Crimean Tatars.

The occupation of Crimea and other Ukrainian territories is the root cause of all crimes and human rights violations.

Persecution on ethnic and religious grounds, illegal deprivation of freedom, deportations led to the persecution of thousands of Ukrainian citizens

There are currently:

299 political prisoners and those prosecuted in criminal cases during the occupation of Crimea, 202 of whom are  the representatives of the Crimean Tatar people:

180 are in places of detention, 145 of whom have already been sentenced and are in colonies, and 35 are in detention facilities; 34 are in restricted or probationary status, and 32 are being prosecuted.

60 people died, and the fate of 21 victims of enforced disappearances is still unknown.

Mobilization and recruitment into the russian Armed Forces is being carried out, and if people refuse, they are prosecuted.

The aggressor is committing ecocide, restricting the rights of indigenous peoples to lands, territories and resources, destroying landscapes and cultural heritage of the peninsula.

russia’s actions are criminal, politically motivated, and grossly violate international law.

Sanctions are the most important tool to deter russian aggression.

On September 8, the EU imposed sanctions on 6 judges and representatives of russian law enforcement agencies for human rights violations in the occupied Crimea.

We have prepared a list of 166 individuals violating human rights.

We call on the parliaments of the countries participating in ‘Crimea Platform’ to adopt laws similar to the Magnitsky Act in order to effectively apply sanctions against these human rights abusers.

russia’s maritime aggression in the Black Sea basin and its attempts at a food blockade have led to large-scale negative social consequences in many countries, including the deterioration of the humanitarian situation in the Gaza Strip, which was used to escalate the conflict.

The aggressor should feel the growing pressure from regional international platforms, including the BSEC. Russia should be expelled from the UN Security Council, and a new assessment of all security and cooperation in Europe, which russia is destroying, should be carried out, which significantly complicates the role of the organization in post-conflict settlement and assistance in addressing humanitarian challenges in the deoccupied territories of Ukraine; the countries of the region should respond by strengthening international mandates in the field of regional security.

The future of Crimea will largely depend on the decisions of the parliaments, therefore, for coordinated and effective work, it is necessary to establish the Parliamentary Assembly of the Crimean Platform as a permanent advisory body for interparliamentary cooperation, consisting of representatives of the parliaments of the Crimean Platform member states.

The work on strengthening the institutional capacity of the Crimea Platform’s expert network, including the relevant regulations, is ongoing; all interested structures of democratic countries are invited to participate in this process.

All aspects of the reintegration of Crimea and must be resolved with the free and informed agreement of the indigenous Crimean Tatar people.

It’s a high time to think what I have to do today to ensure that my people will not find themselves in the position of Ukrainians and will not find themselves under the tyranny of foreign invaders tomorrow.

We have gathered at this high level not only to help Ukraine. But to help each other preserve our own Crimea – our human dignity and human civilization from the direct threat of modern barbarism, aggression and despotism.

We don’t have any other choice.

Thank you for your attention!
