November 20, 2020

The UN called on the Russian Federation to respect the rights of all Crimean residents to adequate housing and to ensure that access to social housing is consistent with the principle of non-discrimination. This is stated in an information note on social housing on the peninsula, promulgated by OHCHR in conjunction with the UN Human Rights Monitoring Mission in Ukraine.

The document emphasizes that from 2016 to 2019, the Russian Federation initiated at least 73 legal proceedings in order to evict residents from social and public housing.

“In violation of international human rights law, the courts, when assessing the legality of the allocation of public housing, allowed the retroactive application of the provisions of Russian housing legislation, refused to apply the statute of limitations usually applied in such cases, and did not examine the issue of proportionality of evictions, as well as its compliance legitimate purpose”,- the message said.

It is noted that OHCHR / HRMMU calls on the Russian Federation authorities in Crimea to respect the rights of all Crimean residents to adequate housing and to ensure that access to social housing is consistent with the principle of non-discrimination.
