Ukraine imposes sanctions against those involved in the illegal trafficking of Ukrainian children from the occupied territories

June 11, 2025
On Tuesday, 10 June, the Ukrainian president signed Decree No 395/2025, which approved the decision of the National Security and Defence Council to impose personal sanctions. The document deals with restrictive measures against individuals and organizations which, according to the Ukrainian intelligence, are involved in the forced removal of children from the temporarily occupied territories, particularly Crimea.

The list includes about 50 individuals and nine organizations. Among them are representatives of the occupation administrations, Russian officials, as well as persons who organized the trafficking of children under the pretext of recreation, education or patriotic upbringing. According to the GID, some of the individuals involved in the process of forcibly granting Russian citizenship to Ukrainian children and transferring them to Russian families.

Organizations involved in systemic militarization and ideological influence on children, including those operating in Crimea, Kherson Region and Melitopol, were also placed under sanctions.

The Ministry of Foreign Affairs has been instructed to inform international partners and initiate the application of similar restrictions at the international level. The decree came into force from the moment of its publication.

This decision continues the state policy of countering war crimes of the occupation authorities, in particular in cases related to the illegal transfer and Russification of Ukrainian children.
