June 20, 2024

On Wednesday, 19 June, the participants of the Expert Network of the Crimean Platform were presented with the draft Regulations/Provisions of the CP EN with policies.

In particular, 25 experts who participated in the event were presented the Regulations/Provisions of the Expert Network of the International Crimea Platform Expert Network with additions:

1. Policy on engaging experts

2. Policy on non-discrimination and equality

3. Policy of peer review of expert work

4. Policy of evaluation of expert work performance

5. Policy of formation and planning of the cost of expert work

We would like to remind that in January 2023, at the meeting of coordinators of the Crimea Platform Expert Network, in order to strengthen the network, to ensure openness and transparency of its work, to attract more experts and scientists, the Coordinator of the working group “Protection and implementation of the rights of indigenous peoples – a tool for de-occupation of Crimea”, Chairman of the Board of the Crimean Tatar Resource Centre, a member of Mejlis of the Crimean Tatar people Eskender Bariiev was proposed to develop and adopt the Regulations/Provisions of the Crimea Platform Expert Network. It was decided to entrust Eskender Bariiev to develop the draft Regulations/Provisions.

The draft Regulations/Provisions with 5 additions/policies were developed by the experts of the Crimean Tatar Resource Centre, and were initially tested and finalized at the III Strategic Forum “The Future of Crimea” with the participation of scientists and experts of the Crimea Platform Expert Network, which was held by the CTRC with the support of Friedrich Naumann Foundation for Freedom in Ukraine. After approbation and refinements, the draft Regulations/Provisions with policies were sent for review to all working groups and experts on 8 May 2024.

At the presentation all participants had the opportunity to ask their questions, comment and provide their suggestions. Surprisingly, there were some participants who said that the Regulations/Provisions and policies were not needed.

As a result, the experts recommended:

Coordinators of the working groups of the Crimea Platform Expert Network to decide on the implementation of the draft Regulations/Provisions of the CP EN.

All working groups and experts of the Crimea Platform Expert Network to make proposals in written form by 1 August 2024.

If necessary, to hold additional presentations and discussions of the draft Regulations/Provisions of the CP EN with additions.

This event and the draft internal policies were created by the Crimean Tatar Resource Centre with the support of ISAR Unity within the framework of the project “Ukraine Civil Society Sector Support Initiative”, which is implemented by ISAR Unity in consortium with the Ukrainian Independent Centre for Policy Studies (UNCPS) and the Centre for Democracy and Rule of Law (CEDEM) thanks to the sincere support of the American people through the United States Agency for International Development. The content of the draft domestic policies does not necessarily reflect the views of Unity ISAR, the views of USAID or the U.S. Government.
