Rights of National Communities and Indigenous Peoples: 75 recommendations for public authorities to ensure them!

September 6, 2024

The Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets, presented the Special Report on the observance of the rights of national minorities (communities) and indigenous peoples in the context of the armed aggression of the Russian Federation against Ukraine. The period it covers is: 24 February 2022 – 31 December 2023.

‘In general, it (the report) consists of 4 sections. I dwelled on each of them and emphasised that ensuring the rights of national communities is one of the seven recommendations of the European Commission of Ukraine. Also noted: rf massively violates the rights of national communities and indigenous peoples. These are killings of people, illegal detentions, imprisonment, forced passportisation and mobilisation. The aggressor destroys cultural monuments. In particular, the occupants have recently destroyed the Chersonese Tauride in Crimea. These are massive violations of rights!’ – reports the Ombudsman of Ukraine.

Separately, Lubinets noted about the state with the observance of the rights of the Crimean Tatars and the Roma national community.

The Ukrainian parliamentary commissioner for human rights said that the Ombudsman’s Office was working on setting up Ukraine’s first Centre for National Minorities (Communities) and Indigenous Peoples of Ukraine.
