October 13, 2023

On Thursday, October 12, the Parliamentary Assembly of the Council of Europe, during a debate at a plenary session in Strasbourg, adopted two resolutions in support of Ukraine and recognized the Holodomor as genocide of the Ukrainian people.

“PACE condemned Russia’s ongoing war of aggression against Ukraine, emphasizing the importance of adhering to Council of Europe standards and calling for a “united front to stop aggression and achieve a peace that is comprehensive, just and lasting, ensuring the rule of law” over the rule of force”,- the message from the PACE press service said.

PACE recommends:

— recognize the Holodomor as an act of genocide and adopt resolutions to honor the memory of the victims;

—  countries represented at the Conference of Participants in the Register of Losses from Russian Aggression should move towards making the said register operational as quickly as possible;

— promote the creation of an international mechanism for compensation for victims and support the creation of a Special International Tribunal for the Crime of Aggression;

— supporting international bodies, such as the International Criminal Court and the Joint Investigation Team, to investigate and prosecute war crimes and crimes against humanity committed or ordered in Ukraine since the beginning of the aggression in 2014;

— the broadest possible support for President Zelensky’s Formula of Peace and assistance to Ukraine in the struggle to protect independence, sovereignty and territorial integrity.
