On Friday, January 27, the Parliamentary Assembly of the Council of Europe voted to adopt a resolution on the establishment of a special tribunal for the authorities of Russia and Belarus for aggression against Ukraine.
The Assembly stressed that the full-scale invasion of Ukraine by the Russian Federation is an aggression that violates the UN Charter, and the annexation of the self-proclaimed LPR, DPR, Kherson and Zaporizhzhia regions is an escalation of this aggression, violating the principle of territorial integrity and sovereignty of states. Belarus is considered an accomplice of the Russian Federation for providing its territories for the invasion of Ukraine.
The PACE urged to investigate these crimes, and to bring the political and military leaders of the Russian Federation and Belarus to justice.
It is noted that these countries are not included in the statute of the International Criminal Court, and the UN Security Council cannot vote to investigate the invasion of Ukraine because of the Russian veto.
