The Commissioner for Human Rights of the Verkhovna Rada, Dmytro Lubynets, appealed to the Commissioner for Human Rights of the Russian Federation, Tatyana Moskalkova, with a demand to provide official information about the deaths of Ukrainian citizens Konstantin Schiring and Dzhemil Gafarov and their causes.
“The world should know about the systemic violation by the Russian Federation of human rights, the Geneva Conventions and other norms of international law. In accordance with the Convention for the Protection of Civilian Persons in Time of War, the use of any measures that may cause physical suffering or lead to the destruction of protected persons under their authority is prohibited”,- he said.
Lubynets emphasizes that the Russian Federation must conduct an effective and impartial investigation into the circumstances of the death of political prisoners Konstantin Schiring and Dzhemil Gafarov and report their results to the Commissioner of the Verkhovna Rada of Ukraine for Human Rights.
We remind you that the death of Konstantin Schiring became known on February 7, 2023. He died on the territory of colony 5 in the city of Novotroitsk in the Orenburg region of the Russian Federation. The death of 60-year-old Dzhemil Gafarov was announced on February 10, 2023. He died in the pre-trial detention center of Novocherkassk.
