Government backs bill on resumption of work of Crimean state bodies

The Cabinet of Ministers has backed a draft law amending the Law of Ukraine «On the legal regime of martial law» and proposing to create legal prerequisites for restoring the work of state bodies and local self-government bodies in the temporarily occupied territory of Crimea.
If the act is adopted, the Parliament will be able to create the Military Administration of the ARC and military administrations of settlements, determine the procedure for appointing officials to them, which will create conditions for the reintegration of Crimea into the system of public administration of Ukraine after deoccupation.

The draft law also provides for the establishment of the date of termination of powers of local self-government bodies, their officials and civil servants of state bodies that have not been relocated from Crimea – from February 27, 2014.

The initiative was developed by the Ministry of Reintegration together with the representatives of the Office of the President of Ukraine, the Mission of the President of Ukraine in Crimea, the Ministry of Infrastructure and the National Agency for Civil Service.

We would like to remind that the experts of the Strategic Forum «The Future of Crimea», which was held by the CTRC with the support of the Friedrich Naumann Foundation for Freedom in Ukraine on March 3-7, 2023, paid special attention to this issue. In particular, Recommendations on the reintegration of Crimea were developed. In the paragraph «Public Administration» it was stated:

«Legislative and organizational support for the establishment of two regional military administrations for Crimea (for the AR of Crimea and for Sevastopol city) before the beginning of deoccupation».

These recommendations were presented to the representatives of foreign embassies in Ukraine and international organizations, state authorities of Ukraine, as well as they were handed over during a personal meeting to the Vice Prime Minister – Minister for Reintegration of Temporarily Occupied Territories of Ukraine Iryna Vereshchuk.
