All actions of the Russian Federation, starting with the occupation of Crimea, are criminal and grossly violate international law. But behind every human rights violation in Crimea there is a certain person. It is very important that those directly involved in human rights violations on the occupied peninsula receive their punishment.
Let us recall that the Crimean Tatar Resource Center systematically works towards adapting laws analogous to the Magnitsky Act with the aim of introducing personal sanctions against persons responsible for human rights violations in Crimea. We have developed a Methodology for assessing the feasibility of imposing personal sanctions against persons in temporarily occupied territories who cooperate with the occupation administrations of the Russian Federation.
Based on this methodology, CTRC experts presented a list of 166 individuals who violate human rights in the occupied Crimea. In addition, a classification of persons involved in the persecution of political prisoners, their relatives and activists in Crimea was presented:

In September 2021, the Crimean Tatar Resource Center sent a sanctions list of 50 persons responsible for human rights violations in occupied Crimea to the Ministry of Foreign Affairs of Ukraine, the Office of the President of Ukraine, the Security Service of Ukraine, as well as the embassies of the USA, Great Britain, Canada, Estonia, Latvia, Lithuania and the EU.
