Crimea’s reintegration: the need for an early approach and strategic planning

One of the key areas of work of the Crimean Tatar Resource Center is the deoccupation and reintegration of Crimea. Indeed, it is very important to think about the reintegration of the peninsula in advance, because it is a complex and multifaceted process that requires a systematic approach.

To end this, we systematically organise the Strategic Forum ‘The Future of Crimea’, where experts from various sectors discuss ways to ensure legal support for reintegration. Three sessions of the Forum have already been held, joined by representatives of the academic environment of Ukraine, experts of the Crimea Platform Expert Network, public figures, journalists, doctors and candidates of legal, geographical, economic, political, sociological, historical and pedagogical sciences.


The products of the Forum were key documents such as:

  • ‘The Future of Crimea: Legal provision and recommendations to strategies’ – this publication presents the results of analyses of Ukrainian legislation regarding occupied Crimea, international and foreign legal acts, placed in free access, regarding the occupied territories. Based on this analysis, the authors have developed recommendations on 10 areas for the deoccupation and reintegration of Crimea.
  • ‘Reintegration of Crimea : Government Action Plans and development of international assistance mechanisms’ – this publication presents general recommendations to the Government Action Plan for the Implementation of the Strategy for Deoccupation and Reintegration of the Temporarily Occupied Territory of the Autonomous Republic of Crimea and the City of Sevastopol, analysis of the development of Ukrainian legislation on Crimea reintegration in 2023, as well as proposals for the development of international financial assistance mechanisms for Ukraine’s reconstruction.
  • Draft regulations and internal policies of the Crimea Platform Expert Network – these documents will help institutionalize the Crimea Platform for its strengthening and effective work.


The process of Crimea’s reintegration requires a systematic approach and international support. Efforts aimed at legal support for this process should be based on thorough analyses and clear strategies that take into account both internal and external factors. The documents prepared on the basis of the Strategic Forum are important pointers for the implementation of these activities.
