In the first quarter of 2024, at least 13 cases of violations of the right to the highest attainable standard of physical and mental health were recorded, 12 of them were in relation to the Crimean Tatars. In the same period in 2023, 10 such cases were recorded, and in 2022 – 11.
During this time, this right was violated in relation to political prisoners of Crimea – Rustem Sheikhaliev, Server Mustafayev, Temur Abdulayev, Seitveli Seitabdiev, Amet Suleymanov (2), Iryna Danilovych, Tofik Abdulgaziyev (2), Remzi Kurtnezirov, Vladlen Abdulkadyrov, Ali Mamutov, Arsen Abkhairov.
These cases of violations are related to the deterioration of the health of political prisoners in places of detention, ignoring the requests of lawyers and prisoners themselves, and failure to provide proper medical care.
Particular attention should be paid to the situations of Amet Suleymanov, whose condition has deteriorated significantly over the year in prison, and the degree of his illnesses has changed, and Tofik Abdulgaziev, who was diagnosed with tuberculosis and bilateral pneumonia.
These people are seriously ill, as a number of other political prisoners. Due to inadequate conditions of detention in pre-trial detention centers and prisons, systematic ignoring of complaints about their health, and inadequate and untimely medical care, their health continues to deteriorate. And, unfortunately, we have already seen the deplorable consequences when political prisoners Dzhemil Gafarov and Konstantin Shiring died.
By these actions, the Russian Federation violates the rights of political prisoners to the highest attainable standard of physical and mental health. Moreover, according to Russian law, seriously ill people should be released from custody, as human life is the highest value, and the sentence should not be a death sentence.
We demand that the Russian Federation immediately release the above-mentioned persons and all other political prisoners, as well as stop systematically violating human rights in the occupied Crimea.
