On Friday, November 13, the Crimean Tatar Resource Center with the support of the Friedrich Naumann Foundation for Freedom in Ukraine held the 16th session of the Crimean Discussion Club on the topic Legal Environment of the Occupied Crimea. As part of the event, experts systematized and outlined the scale of the legal mechanisms of the occupation power of Crimea in the field of human rights, and also discussed the international obligations of the Russian Federation regarding the peninsula in the legal sphere. Based on the discussion, the Crimean Tatar Resource Center will develop appropriate recommendations for the Ukrainian authorities.
The speakers at the event were:
– Eskender Bariiev – Head of the Board of the Crimean Tatar Resource Center, member of Mejlis of the Crimean Tatar people (moderator);
– Iryna Starovytska – Project Manager of the Friedrich Naumann Foundation for Freedom in Ukraine (welcoming speech);
– Larysa Voloshyna – journalist;
– Anna Hopko – journalist, deputy of the Verkhovna Rada of Ukraine of the VIII convocation;
– Oleksii Plotnykov – Ph.D., international lawyer;
– Andrii Chvaliuk – Ph.D. in Law, Administrative Lawyer, Expert of the Crimean Reintegration Association;
– Borys Babin – Doctor of Law, Professor, Expert of the Crimean Tatar Resource Center.
At the 16th session of the Crimean Discussion Club, the following topics were discussed:
– The international obligations of the Russian Federation regarding Crimea in the legal field.
– Legal mechanisms of the occupation power and human rights.
– Punitive mechanisms of the Russian Federation in Crimea.
– Fiscal and management mechanisms of the Russian Federation in Crimea.
– Private legal relations and occupational regulatory regime
The experts noted that the Russian Federation, illegally using its legislation, persecutes the inhabitants of Crimea on ethnic and religious grounds. Lawyers focused in detail on the legal mechanisms for the protection of human rights and the de-occupation of Crimea, in particular, the role of the ECHR in the practice of protecting human rights.
The speakers also outlined the scope and articles of the Criminal Code of the Russian Federation applied to residents of the occupied peninsula.
The participants of the event noted the need to continue the discussion on the abovementioned topics at the inter-parliamentary and international level.
Based on the discussion, the Crimean Tatar Resource Center will develop appropriate recommendations for the Ukrainian authorities.
