In fact, neither George Bush Jr. nor any other American president invited Ukraine to NATO.
Ukraine took the course to join the Alliance after the victory of the Orange Revolution. This decision was made by the president of Ukraine, the government and the parliament of the Ukrainian state, and not by the politicians of the NATO member states.
