On December 9-10, Kyiv hosted a Human Rights Non-Conference organized by the Center for Civil Liberties. The event was held in the format of workshops, which discussed a specific problem and developed proposals for its solution. The Head of the Board of the CTRC Eskender Bariiev took part in a panel discussion on the topic Culture of Diversity in Public Policy. What are the opportunities and practices for the participation of representatives of ethnic minorities and indigenous peoples in the formation of state policy?
First of all, Bariiev explained that indigenous peoples differ from national minorities in that they do not have a mother state.
“The Crimean Tatar people have devoted a lot of time to clearly resolve the issue: who are the indigenous peoples of Ukraine? This definition was legislatively enshrined in 2021, when the law On Indigenous Peoples appeared. This is a very important step for Ukraine. At international platforms, we can already set Ukraine as an example for other countries”,- Bariiev said.
Eskender Bariiev stressed that the adoption of the law is not the final result. It is very important to make this law work. Each article of this law must be clearly spelled out by bylaws. On this, the Crimean Tatar Resource Center is actively working with the SEFC, the Ministry of Culture and the Ministry of Reintegration.
“One of such by-laws is the Procedure for Consultations with Representative Bodies of Indigenous Peoples, which regulates the issue of participation of indigenous peoples in the formation of state policy in Ukraine”, – he explained.
