A Criminal Case Opened in Crimea on Draft Evasion Charges

In the occupied Crimea, the “Belogorsk interdistrict investigation department of the Chief investigation division of the investigation committee of the Russian Federation in the Republic of Crimea» opened a criminal case against a citizen of Sudak city on the draft evasion charges. This is the statement of the «Russian Federation division of the investigation committee».

According to the materials provided by the military enlistment office, the military medical office confirmed  that the citizen of Sudak city is eligible for the service.

“The decision of enlistment office states that the citizen of Sudak city is eligible for military service; he personally received draft notice several times but never showed up in the office” – the report says.

It is already the ninth spring draft army  campaign in Crimea in 2019. Previously, as a result of eight campaigns, at least 14 800 Crimea citizens were sent to serve in the Russian army. This information is available through the Office of the UN High Commissioner for Human Rights report “On human rights situation in Ukraine on November 16, 2018 – February 15, 2019”.

The UN High Commissioner for Human Rights also notes that Russia, as an occupying state, must adhere to the international humanitarian law that prohibits to force citizens of Crimea to serve in their military or paramilitary forces. Any kind of pressure or propaganda of voluntary enlistment in the army is also strictly prohibited.

Representatives of the Crimean Tatar Resource Center have emphasized in various international venues the legal status of the Crimea citizens that is regulated by IV Geneva Convention on Civilian Protection, article 51. This article proclaims that the occupying state cannot force the citizens of Crimea to serve in its military or paramilitary forces. Any kind of pressure or propaganda of involuntary enlistment in the army is strictly forbidden. In addition, the UN Resolution “Territorial Integrity of Ukraine” calls Russia to stop “the practice of forcing citizens of Crimea to serve in the military and paramilitary forces of the Russian Federation, including with the help of propaganda”.
