The Russian State Duma has finally passed a law that makes it possible to declare apartments and houses in temporarily occupied territories \u201cownerless\u201d and seize them for the occupying state.<\/p>\n

According to Russian pro-Kremlin media, the decision was made in a hurry: government amendments to constitutional laws were submitted only in October, and within a month the document had passed all readings. The State Duma’s own legal department gave a negative opinion, as the principles for recognizing housing as \u201cownerless\u201d were not specified. The text only stated that these \u201csigns\u201d would be determined by the occupation administrations themselves.<\/p>\n

In the second reading, deputies made key changes:<\/p>\n

They decided to limit the confiscation of housing from Ukrainians who were forced to leave to 2030, i.e., the end of Putin’s current fifth presidential term.<\/p>\n

Property seized from civilians may be transferred to the \u201cTerritorial Development Fund.\u201d The fund has the right to:
\n\u2022 lease this property,
\n\u2022 sell it,
\n\u2022 reduce its value,
\n\u2022 conduct closed transactions without competition by decision of a special commission.<\/p>\n

A list has been drawn up of those who will receive \u201cservice housing\u201d confiscated from residents of the occupied territories: security forces, military personnel, officials, and other representatives of the occupation structures.<\/p><\/div>\n

The so-called \u201cKazan team\u201d of Russian construction managers will be responsible for the seizure and distribution of real estate. The process is being overseen by Russian Deputy Prime Minister Marat Khusnullin, who is in charge of the occupation projects for the reconstruction of Mariupol. His subordinate, Ilshat Shagiakhmetov, simultaneously with the introduction of this law, became the head of the FRT, a structure associated with obtaining contracts for the reconstruction of the destroyed city.<\/p>\n

The Crimean Tatar Resource Center strongly condemns the actions of the occupying state!<\/p>\n

We emphasize that Russia has no right to pass any \u201claws\u201d regarding Ukrainian territory or to dispose of Ukraine\u2019s land or property.
\nThe confiscation of housing, which violates international humanitarian law, is yet another manifestation of the policy of plunder and an attempt to change the demographic composition of the occupied territories.<\/p>\n
