The event was attended by representatives of the Ukrainian Monitoring Initiative Palina Shcherbava and Orse Bonev, Chairman of the Board of the Crimean Tatar Resource Center Eskender Bariiev, Manager of the Crimean Tatar Resource Center Zarema Bariieva, and Communications Manager of the Crimean Tatar Resource Center Tatiana Savchuk.<\/p>\n<p>During the meeting, they discussed the situation with human rights violations in occupied Crimea and the newly occupied territories of Kherson and Zaporizhzhia regions, and presented new trends for the preparation of the next OSCE ODIHR interim reports, which are published every six months.<\/p>\n<p>CTRC Board Chairman Eskender Bariiev highlighted the increase in the number of violent detentions and abductions both in Crimea and in the newly occupied territories of Zaporizhzhia and Kherson regions. More and more often, such cases occur without any documents during searches or simply on the way home. The occupiers intimidate relatives, saying that publicity could lead to a complete loss of contact with the abducted persons, and the lawyers provided by the Russian occupiers \u201cadvise\u201d them to cooperate with the Russian Federation and not to provide information to human rights defenders.<\/p>\n<p>\u201cIn 2025, detentions continue on fabricated charges of \u2018espionage\u2019, \u2018treason\u2019, \u2018discrediting the army\u2019, as well as on charges related to the \u2018Noman Chelebidzhihan Battalion\u2019 and \u2018Hizb ut-Tahrir\u2019,\u201d &#8211; he noted.<br \/>\nZareema Bariieva emphasized that while there were only six cases involving the Noman Chelebidzhihan Battalion before 2022, after 2022, 13 new cases were opened in Crimea and another 47 in the Zaporizhzhia and Kherson regions.<\/p>\n<p>Speaking about new trends, CTRC experts highlighted the following:<\/p><\/div>\n<div>1.Deprivation of citizenship. The first cases of political prisoners being stripped of their Russian citizenship have been recorded in Crimea. This creates the risk of their deportation after serving their sentences\u2014in particular, for example, to Uzbekistan or Tajikistan, where previously deported Crimean Tatars were born.<\/div>\n<div>\n2.Passport problem. The Russian Federation invalidates the Ukrainian passports of prisoners who have reached the age of 25 or 45 while in prison and have not been able to have a new photo affixed to their passports. This was the case with Gennady Lymeshko and Andrei Zakhtey. The latter was helped to return by CTRC lawyers, but the situation with Lymeshko remains critical.<\/div>\n<div>\n3.Death penalty. There is increasing discussion in Russia about lifting the moratorium on the death penalty for \u201cterrorism.\u201d CTRC experts emphasized that Crimean Tatars are already covered by this article in the cases of Hizb ut-Tahrir, the Noman Chelebidzhihan Battalion, and Azov, as all these organizations are recognized as terrorist organizations on the territory of the Russian Federation. This creates a real threat of executions.<\/div>\n<div>\n4.Incommunicado status. Political prisoners are often held incommunicado, with no contact with the outside world. Their families receive no information, and data can only be gathered from alternative sources. This was the case, for example, with Ismail Shemshedinov and Olexander Osadchy.<br \/>\nCTRC manager Zarema Bariieva also highlighted the increase in the number of arrests of women and the persecution of imams and civic journalists in the occupied territories of Ukraine.<\/div>\n<div>\u201cThe occupying authorities continue to violate the collective rights of the Crimean Tatars: they are reducing the number of hours devoted to teaching the Crimean Tatar language in schools by adding Russian language classes, actively promoting Russian propaganda, organizing \u201dcadet classes\u201c in Crimean Tatar schools, and forcing children to attend events with \u201dheroes of the SMO.&#8221; There are also reports of the systematic removal of children from the newly occupied territories to Crimea and Russia,&#8221; &#8211; said Eskender Bariiev.<\/p>\n<p>Speaking about mobilization, the chairman of the board of the CTRC \u00a0emphasized that the Russian Federation has intensified its campaign to recruit men for military service, increasing the one-time payment to 800,000 rubles and offering land plots. Despite this, the number of applicants is decreasing. Although there is no mass forced mobilization yet, there is a danger that it will be introduced. In addition, the Russian authorities plan to make conscription into the Russian army year-round.<\/p>\n<p>The CTRC also noted that the occupiers are using the Interpol system to persecute Crimeans abroad. For example, in France, Crimean Tatar Ilnur Shagaev was detained at the request of the FSB.<\/p>\n<p>One of the main trends identified by human rights activists is the fact that relatives are increasingly refusing to provide information, having lost hope for the release or exchange of their loved ones. This is not surprising because, for example, there have been no cases of early release or exchange for members of Hizb ut-Tahrir.<\/p><\/div>\n<div>\u201cMoreover, we know of more than 70 new cases of detentions, but relatives are asking us not to speak publicly because they are afraid. We are trying to raise awareness, but how many cases are we still unaware of? We will only receive accurate information after the territories are deoccupied,\u201d &#8211; Bariiev explained.<\/p>\n<p>As a result, the parties agreed on further cooperation, in particular, the CTRC proposed:<\/p>\n<p>To develop an OSCE action plan to protect the rights of indigenous peoples in the OSCE region.<br \/>\nTo hold a separate international conference under the auspices of the OSCE on the protection of the rights of indigenous peoples in the OSCE regions.<\/p><\/div>\n<div>\nTo facilitate the involvement of mediating countries bordering the Russian Federation and related to the OSCE \u2014 Kazakhstan, Georgia, and Azerbaijan \u2014 to resolve issues with the return of Crimean political prisoners to Ukraine after serving their sentences.<\/div>\n<div><\/div>\n<div>OSCE representatives thanked for the information provided and expressed their readiness to facilitate further cooperation.
