<\/p>\nOn Wednesday, October 30, in Kyiv, at the House of Civil Society, the
\nCrimean Tatar Resource Center, together with experts from the Future
\nof Crimea Strategic Forum, held a presentation of draft policies of
\nthe International Crimean Platform Expert Network for representatives
\nof the diplomatic corps in Ukraine and international organizations.<\/p>\n
<\/p>\n
The presentation was attended by representatives of more than 20
\nembassies and international organizations, who were informed about the
\ndraft policies:<\/p>\n
Regulations of the International Crimea Platform Expert Network\u00a0;
\nNon-discrimination and equality policy;
\nPolicy of the formation and planning of the cost of expert papers;
\nExpert paper reviewing policy;
\nPolicy on Evaluating the Effectiveness of Expert papers;
\nExpert Engagement Policy.
\nMore details about each of these documents were provided:<\/p>\n
Eskender Bariiev – Chairman of the Board of the Crimean Tatar Resource
\nCenter, member of the Mejlis of the Crimean Tatar People, coordinator
\nof the working group of the expert network of the Crimea Platform
\n\u201cRestoration of the rights of indigenous peoples as a tool for
\ndeoccupation of Crimea\u201d;<\/p>\n
Yevhen Khlobystov – Doctor of Economics, Professor, Dean of the
\nFaculty of Natural Sciences of the National University of Kyiv-Mohyla
\nAcademy, Academician of the Academy of Economic Sciences of Ukraine,
\nmember of the CTRC Expert Council on Environmental Protection and
\nSustainable Development of Crimea, coordinator of the working group
\n\u201cEcology and Economy\u201d of the International Expert Network of the
\nCrimea Platform;<\/p>\n
Olha Volianiuk – PhD in Political Science, Associate Professor of
\nPolitical Science at the Drahomanov National Pedagogical University;<\/p>\n
Borys Babin – Doctor of Law, Professor, Lawyer, Member of the Legal
\nExpert Council of the Crimean Tatar Resource Center;<\/p>\n
Anastasia Antoniuk – PhD in Law, Associate Professor, Head of the
\nDepartment of Political and Legal Analysis of the Processes of
\nDe-occupation and Reintegration of the Temporarily Occupied
\nTerritories of the Research Center \u201cO. Yaremenko Institute of Family
\nand Youth Policy\u201d of the National Pedagogical Dragomanov University;<\/p>\n
Liudmyla Korotkikh, lawyer of the Crimean Tatar Resource Center.<\/p>\n
\u201cIt is very important for us that these initiatives that emerge in
\nUkraine and the international platforms that Ukraine is trying to
\ncreate are more effective. In particular, the Crimea Platform is the
\nfirst international platform where other countries have joined efforts
\nwith Ukraine to restore the territorial integrity of Ukraine and
\ndeoccupy Crimea, so every new initiative, whether it is the Peace
\nFormula or the Victory Plan, should have a collegial position. And for
\nthis purpose, it is necessary that the International Crimea Platform
\nbe institutionalized, conduct systematic work, have a strategy and
\naction plan for the deoccupation of Crimea and its reintegration. Now
\nwe, from the Strategic Forum \u201cThe Future of Crimea\u201d, want to present
\nthe policies of the Expert Network of the International Crimea
\nPlatform to make it clear that such platforms as the Crimea Platform
\nwill have results only when the Crimea Platform itself has a
\nsustainable development. The role of the Expert Network of the
\nInternational Crimea Platform is very important, because high-quality
\nanalytical materials are necessary for the formation of a policy of
\ndeoccupation of Crimea not only for Ukraine, but also for all partner
\ncountries,\u201d Eskender Bariiev began and spoke in more detail about the
\nRegulations of the Expert Network of the International Crimea
\nPlatform.<\/p>\n

Olha Volianiuk presented the\u00a0 Expert paper reviewing policy\u00a0 .<\/p>\n
\u201cIt is easy to confuse peer review and constructive criticism with
\ncensorship. But we have been consistently advocating the idea of
\nindependent peer review, which was supported by experts at “The Future
\nof Crimea” strategic forum. The experts came from different fields and,
\nI think, offered a rather serious document.<\/p>\n
As an editor of hundreds
\nof different texts, I know that after virtually every author’s work,
\nyou can find many small and even substantive errors that can
\nsignificantly change the planned logic of the work. Therefore, the
\nreview stage is quite important for our work. And as an author, I also
\nreally appreciate it when someone reads the texts beforehand,\u201d she
\nexplained.<\/p>\n

Anastasia Antoniuk\u00a0 told more about the\u00a0 Policy on Evaluating the Effectiveness of Expert papers.<\/p>\n
\u201cThe policy covers not only the evaluation of performance, but also
\nthe implementation of this data, and the corresponding implementation.
\nIt is worth noting that one of the main tasks of this policy is to
\nassess the effectiveness of expert work, and accordingly, it covers
\nthe reflection of the value and significance of the specific, final
\nand material result of the activities of an expert or expert group
\nwithin the relevant expert network,\u201d – she added.<\/p>\n

Yevhen Khlobystov emphasized the importance of the Expert Engagement Policy.<\/p>\n
\u201cI think that today we are presenting a project document that aims to
\nincrease the efficiency of expert work within the Crimean Platform.
\nAnd, perhaps, a very important issue is the criteria and policy for
\nengaging experts, that is, who we engage as experts and who these
\npeople are,\u201d the expert said.<\/p>\n

The\u00a0 non-discrimination and equality policy\u00a0 was presented by
\nLiudmyla Korotkikh, CTRC lawyer.<\/p>\n
\u201cThe purpose of this policy is to establish clear rules of interaction
\nboth within the Network and in its relations with the outside world in
\norder to avoid potential conflict situations and create a healthy,
\nworking atmosphere. Thus, any person who enters into any interaction
\nwith the Expert Network understands the principles and standards that
\nthe Network adheres to and the requirements for experts and
\nemployees,\u201d – she explained.<\/p>\n

The lawyer emphasized that the draft policy on non-discrimination and
\nequality is aimed at implementing international human rights
\nstandards, which, in fact, promote non-discrimination and establish
\nprocedures for overcoming conflict situations that may arise.<\/p>\n
Borys Babin focused on the\u00a0 Policy of the formation and planning of the cost of expert papers.<\/p>\n
\u201cI must emphasize that the real result of such expert work is expert
\npapers and documents. All international bodies and structures, such as
\nthe Council of Europe or the UN, or the OSCE and others, base their
\nexpert activities not only on meetings and discussions, but also on
\ndocuments submitted by experts to statutory assemblies and
\nsecretariats. This is the main task of experts – to provide documents.
\nAnd as we can see, it is not only that the entire structure of the
\nInternational Crimea Platform has not yet been institutionalized. But
\nif we look at the real result of the work of the Crimea Platform’s
\nexpert\u00a0 network, we will see certain political developments. We see a
\nlot of good statements, but we don’t see any expert papers. Therefore,
\nthe only way to fix this is to discuss how we should organize and
\nmaterially support this activity,\u201d he explained.<\/p>\n
