He announced this in his congratulations on the occasion of Unity Day.<\/p>\n<p class=\"xfmc3\">\u201cToday we must take steps not only to strengthen the unity of Ukraine and our people, but also for the unity of rights and freedoms, the truth about Ukrainians, the truth about us and the truth about our history. For this purpose, today I signed a decree On the territories of the Russian Federation historically inhabited by Ukrainians<span lang=\"EN-US\">\u201d,-<\/span>\u00a0he said.<\/p>\n<p class=\"xfmc3\">In addition, the president said that he was already submitting a bill to parliament to introduce the institution of multiple citizenship.<\/p>\n<p class=\"xfmc3\">According to the decree, the government was instructed to develop an action plan to preserve the national identity of Ukrainians in the Russian Federation. The development process should involve international experts, scientists, representatives of the Ukrainian World Congress and the public.
