Timur Yalkabov wrote that he was in a punishment cell. He also said that prison officials ignore his rights and the rights of other prisoners, and do not send or record the complaints they write.<\/p>\n<blockquote>\n<p class=\"xfmc2\">\u201cThe staff allowed themselves insulting remarks about the prisoners, and when they tried to express indignation, they used physical force. The reasons were not given.
