{"id":216958,"date":"2023-01-15T13:47:07","date_gmt":"2023-01-15T11:47:07","guid":{"rendered":"https:\/\/www.ctrcenter.orgthe-third-round-of-negotiations-between-the-russian-ombudsman-and-the-russian-side-took-place-in-turkey"},"modified":"2023-01-15T13:47:07","modified_gmt":"2023-01-15T11:47:07","slug":"the-third-round-of-negotiations-between-the-russian-ombudsman-and-the-russian-side-took-place-in-turkey","status":"publish","type":"post","link":"https:\/\/ctrcenter.org\/en\/the-third-round-of-negotiations-between-the-russian-ombudsman-and-the-russian-side-took-place-in-turkey","title":{"rendered":"The third round of negotiations between the Russian Ombudsman and the Russian side took place in Turkey"},"content":{"rendered":"<p class=\"xfmc2\">Ombudsman of Ukraine Dmytro Lub<span lang=\"EN-US\">y<\/span>nets held the third round of talks in Turkey with Human Rights Commissioner of the Russian Federation Tatyana Moskalkova, during which they discussed the return of our prisoners of war and the release of civilian hostages.<\/p>\n<p class=\"xfmc2\">According to Dm<span lang=\"EN-US\">y<\/span>tr<span lang=\"EN-US\">o<\/span>\u00a0Lub<span lang=\"EN-US\">y<\/span>nets on his Facebook page, there are the following categories of civilian hostages:<\/p>\n<p class=\"xfmc2\">detained by Russia from\u00a0<span data-ukrnet-code=\"2014\">2014<\/span>\u00a0to February 24,\u00a0<span data-ukrnet-code=\"2022\">2022<\/span>, including on the territory of Crimea (prisoners of the Kremlin, 158 people);<\/p>\n<p class=\"xfmc2\">detained on the territory of Donetsk and Lu<span lang=\"EN-US\">h<\/span>ansk regions (373 people);<\/p>\n<p class=\"xfmc2\">civilian hostages that the Russian Federation has detained and is detaining in the temporarily occupied territories since February 24,\u00a0<span data-ukrnet-code=\"2022\">2022<\/span>\u00a0(for example, in Kyiv, Sumy, Kharkiv, Zaporizhzhia, Kherson regions).<\/p>\n<p class=\"xfmc2\">The Ukrainian side also handed over lists of civilians (out of 20,000) for whom there is no information, where they are, what condition they are in, or in need of medical assistance, etc. Previously, the Russian side agreed to find out where they are, in what condition and why they are being held.<\/p>\n<blockquote>\n<p class=\"xfmc2\">\u201cThe first stage is obtaining information from the Russians, and then we will raise the issue of the procedure for their return. After all, if they are not charged, then, according to International Humanitarian Law, the Russian Federation should let them go. And we will develop mechanisms for how to return our citizens home\u201d<span lang=\"EN-US\">,-<\/span>\u00a0he explained.<\/p>\n<\/blockquote>\n<p class=\"xfmc2\">During the negotiations, attention was paid to the issue of returning children to Ukraine, the restoration of documents and many other issues. Moreover, the Russian side reported that there are children on its territory who want to return to Ukraine.
