International law expert Borys Babin, commenting on the news, noted that “an assessment of the feasibility and effectiveness of the corresponding changed subdivisions can be made based on the results of the work of the Mission”.<\/p>\n

“The issue of institutional development of the Mission in the situation of the occupation of Crimea has already been resolved several times since 2014 by decrees of the President, which were later sometimes specified. Now decree No. 359 corrected such a previous decree No. 758, indicated among the tasks of the Mission support for the events of the Crimean Platform, which looks quite logical on the eve of the constituent summit of the platform. The new decree forms the key changes in the structure of the body, introducing the post of one more Deputy Permanent Representative and specifying that one of such deputies should be located in Kherson. In addition, in the Mission, a service for ensuring the activities of the Crimean Platform was created instead of the international relations service that had been operating in the body for the last four years, and the rest of the services were demoted to departments. Any assessment of the feasibility and effectiveness of the corresponding changed subdivisions can be made based on the results of the work of the Mission – either before the next summit of the Crimean Platform, or as a result of new changes in the structure and directions of the current activity of the body”,- the expert said.<\/p>\n<\/blockquote>\n

Deputy Chairman of the Mejlis of the Crimean Tatar people Ilmi Umerov believes that this decision has its pros and cons.<\/p>\n

“The service to support the activities of the Crimean Platform is, of course, necessary. But its placement within the framework of the Presidential Mission in the Autonomous Republic of Crimea may narrow the possibilities of the service. At the same time, the Mission will be more accessible for cooperation than, for example, the Office of the President. However, the near future will show what kind of service we need, and based on the results of the first session of the platform, we can easily make the appropriate changes. So we are waiting for August 23”,- the deputy chairman of the Mejlis said.<\/p>\n<\/blockquote>\n

Crimean Tatar social activist Zair Smedlia noted that this decision speaks of a lack of understanding of the problem itself.<\/p>\n

“It is no secret to anyone that Crimea is a problem, and not only for Ukraine and Russia, but also a global problem, and, first of all, for the countries participating in the Budapest Memorandum. You can bury your head in the sand and say that such a problem does not exist, but this will not resolve it by itself, since it requires international discussion with the direct participation of representatives of the indigenous people of Crimea, as a legal entity of national statehood! We can also say that some mythical people of Crimea once determined themselves, but, again, this will not be a solution to the problem. I think it is quite logical, although belated, the idea of convening the Crimean Platform, where representatives of states, its participants will gather to discuss the problems of Crimea and ways out of the current situation. In my opinion, the fact that the service for ensuring the activities of the Crimean Platform will not interact directly with the President significantly lowers its status and capabilities, which indicates a lack of understanding of the problem itself or an elementary desire to talk it out”,- the politician said.<\/p>\n<\/blockquote>\n

According to Andrii Smyrnov, Doctor of Historical Sciences, activist of the international movement #LiberateCrimea, the President's decision significantly increases the status of the Mission itself, which is very important for the relevance of the Crimean agenda.<\/p>\n

The Crimean Platform is not a regional Crimean issue, but of the entire Ukraine and even the international community. Therefore, the creation of a unit that will provide support for the Crimean Platform at the level of the Mission of the President of Ukraine in the ARC is, in my opinion, lowering the status and leverage of the Crimean Platform from those expected by the Ukrainian and international community. On the other hand, this decision of the President is an expansion of the powers and, accordingly, the possibilities of the Permanent Mission. In this regard, this is a plus, because the Mission is the only non-power body that represents Crimea in Ukraine specifically”,- the scientist said in a comment to the CTRC.<\/p>\n<\/blockquote>\n

Crimean activist Oleksii Yefremov positively assesses the expansion of the Mission and calls for the Mission to become a place where all relevant information concerning Crimeans is accumulated.<\/p>\n

I will not say a single bad word about the Mission, since I personally had the opportunity to use their advice on obtaining documents. Everything was available in detail. I heard that they inform our applicants about admission to Ukrainian mainland universities. Another question is that few who know about them are aware of the hotline telephones and are ready to dial. I hope that with the replenishment of their ranks, will not promote bureaucratization, but it will become easier to inform the Crimeans and all those interested. In particular, the crossing rules on Chonhar \/ Kalanchak vary almost every month due to a virus (and not only). I would like to find out true and relevant information in one resource, and not surf the numerous comments on the Internet. Let the people actively master social networks, promote their accounts, use infographics and other available devices so that they can keep their finger on the pulse, especially, like me, who knocks the thresholds of checkpoints several times a year. Journalist Anastasiia Mahazova, who left Crimea after the events of 2014, believes that this decision should have been made much earlier.<\/p>\n

“The decree of President Volodymyr Zelensky on increasing the staff of the Mission of the President of Ukraine in the ARC, on the one hand, is a forced step, since the number of people who had previously worked in the Mission simply physically could not cope with the amount of work to prepare for the Crimean Platform. A very high standard was set for this summit, therefore, in order to hold it at a decent level, 3-5 people cannot attend it. At the same time, I wonder if this expansion decision was made too late? Just 10 days before the meeting. On the other hand, if you look at this decision globally, then this is a very correct signal. This suggests that the leadership of our country really wants to return the topic of Crimea not only to the domestic agenda, but also to the international one.
