We would like to present you a comment by Dr. Lee Swepston.<\/p>\n

On the substantive side, my evaluation is that the law itself is very positive, but that a great deal will depend on the regulations to be adopted. It is vital that there be sufficient indigenous participation in the drafting of these regulations, as the authority under the law lies entirely with the government.
