The&nbsp;first&nbsp;stage: on the night of August 23-24, the daily water withdrawal dropped to 140 thousand cubic meters. The hot water supply was cut off. The second&nbsp;stage: from August 31 to September 7, water withdrawal decreased to 120 thousand cubic meters per day. Scheduled water supply was introduced. The third&nbsp;stage&nbsp;came on September 7.
