"Ukraine has again defended itself against Russian aggression since 2014. The inability of the international community to stop Putin in Ukraine has led to an escalation of Russia's hybrid military operations against the entire Western world … The time has come to revise the 1994 Budapest memorandum to end the confrontation and pave the way for sustainable peace,"- the message said.<\/span><\/p>\n<\/blockquote>\n

Reznikov notes that consultations should first take place without the participation of Russia, as Moscow renounced its guarantor status in favor of becoming an occupying force.
