Ordinary citizens will not receive proper help, which can lead to serious humanitarian consequences&rdquo;,-&nbsp;the report said.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">The ministry emphasizes that this is an absolutely irresponsible attitude of the Russian Federation as an occupying state to its duties.
