There was a threat of an outbreak among extremely vulnerable people in these facilities&rdquo;,-&nbsp;said Bachelet.<\/p>\n<p>&ldquo;In many countries, places of deprivation of liberty are crowded, sometimes to a dangerous limit. People are often kept in unsanitary conditions, and medical care does not meet the necessary standards or is generally absent. Physical distance and self-isolation are practically impossible under such conditions&rdquo;,-&nbsp;she added.<\/p>\n<\/blockquote>\n<p>The report said that the authorities need to consider the release of persons most vulnerable to COVID-19, among whom are elderly people,&nbsp;sick people, as well as people&nbsp;who have committed non-dangerous crimes. They should also continue to ensure that the special medical needs of women prisoners, including pregnant women, as well as people&nbsp;with disabilities and minors deprived of their liberty, are met.<\/p>\n<blockquote>\n<p>&ldquo;Today, more than ever, governments must release everyone who has been detained without significant legal justification, including political prisoners and other people&nbsp;detained only for expressing critical views and dissent&rdquo;,-&nbsp;Bachelet emphasized.<\/p>\n<\/blockquote>\n<p>The released prisoners must undergo a medical examination, measures should be taken to provide the necessary assistance and appropriate monitoring of their health.<\/p>\n<p>For prisoners, the state has an obligation to protect their physical and mental health in accordance with the UN Standard Minimum Rules for the Treatment of Prisoners (known as the Nelson Mandela Rules).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>UN High Commissioner for Human Rights Michelle Bachelet called for urgent measures to protect the life and health of the individuals in prison and other closed institutions as part of comprehensive measures to contain the COVID-19 pandemic.
