The second quarter of this year witnessed the decrease in searches compared to the first one &ndash; from forty-five to twenty-eight. However, compared to the first six months in 2018, the number of searcheshas increased from sixty-six to seventy-three.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">&ldquo;In the occupied Crimea, the searches continue to take place in the houses of Crimean Tatar and Ukrainian activists. Most of the searches were related to participation in organizations such as &ldquo;Hizb-ut-Tahrir&rdquo; and &ldquo;Jehovah Witnesses&rdquo; that are ostensibly banned in Russia. The searches were also held in suspicion ofparticipation in the ostensibly &ldquo;illegal military formations&rdquo;. The highest number of searches in 2019 was committed in March when the security forces raided twenty-six houses of the Crimean Tatars suspecting them of participation in &ldquo;Hizb-ut-Tahrir&rdquo; organization that is banned in Russia. At the same time, there were also searches in mosques, as well as in the cells of political prisoners. Another explosion of mass searches took place in June when the security forces invaded at least nine houses of Crimeans suspected of &ldquo;Jehovah Witnesses&rdquo; membership, and eight houses of Crimean Tatars suspected of participation in &ldquo;Hizb-ut-Tahrir&rdquo; &ndash; said Bariiev.&nbsp;<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><img decoding=\"async\" alt=\"\" src=\"\/files\/ck\/image\/quick-folder\/3_(55).jpg\" style=\"width: 800px; height: 507px;\" \/><\/p>\n<p style=\"text-align: justify;\">Sixty-nine cases of detention, fifty-seven of which targeted Crimean Tatars, were observed in the occupied Crimea in the first six months of 2019. The number of detentions in the second quarter has dropped compared to the first one &ndash; from fifty-two to seventeen cases. This number is almost identical with the same period in 2018 &ndash; seventy-three and sixty-nine respectively.<\/p>\n<p style=\"text-align: justify;\">According to EskenderBariiev, the salient feature of this period is the detention of the Crimean Tatar women.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">&ldquo;Three such cases were registered only in May. As before, there is a tendency to detain right after searches. As a rule, this happens in suspicion of participation in &ldquo;Hizb-ut-Tahrir&rdquo; organization banned in Russia. Most cases took place in May and June&rdquo; &ndash; said Chairman of the Crimean Tatar Resource Center, adding that during the first six months of 2019, Crimeans were also detained in suspicion of participation in the Crimean Tatar battalion named after Noman&Ccedil;elebicihan, &ldquo;Jehovah Witnesses&rdquo; and &ldquo;Hizb-ut-Tahrir&rdquo; organizations banned in Russia, and in suspicion of the calls to extremist activity and demonstration of banned symbols.<\/p>\n<\/blockquote>\n<blockquote>\n<p style=\"text-align: justify;\">&ldquo;There was a range of detentions on the administrative-territorial line with the occupied Crimea &ndash; people were forcefully taken and interrogated at the checkpoints. As a rule, the detention was followed by the accusation, which ultimately led to &ldquo;court proceedings&rdquo; &ndash; noted Bariiev.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">According to the Crimean Tatar Resource Center, during the first six months of 2019, there were registered ninety-seven cases of interrogations and &ldquo;conversation&rdquo;, fifty-nine of which targeted Crimean Tatars. The number of such cases dropped from sixty-one to thirty-six in the second quarter of this year compared to the first one. However, in contrast to the first six months of 2018, the number of interrogations and &ldquo;conversations&rdquo; increased from eighty-nine to ninety-seven.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">&ldquo;Almost all interrogations took place after the unlawful detention. In rare cases, people were summoned by subpoena, or sometimes security forces would personally visit their houses to conduct such &ldquo;conversations&rdquo;. Most such cases took place in March and June &ndash; forty and twenty respectively &ndash; the same months, when most cases of searches occurred&rdquo; &ndash; said the member of Mejlis.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><img decoding=\"async\" alt=\"\" src=\"\/files\/ck\/image\/quick-folder\/2_(60).jpg\" style=\"width: 800px; height: 518px;\" \/><\/p>\n<p style=\"text-align: justify;\">During the first six months of 2019, in the occupied Crimea, there were registered two hundred cases of arrests, one hundred thirty-eight of which targeted the representatives of the Crimean Tatar people. From these two hundred cases, sixty-seven are new cases that include imposed sentences; one hundred thirty-three cases are detention prolongation. The number of arrests increased from ninety-seven to one hundred and three in the second quarter of this year compared to the first one. Besides, in the first six months of 2019 there occurred twice more such cases compared to the same period in 2018 (ninety-eight cases).<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">&ldquo;During the indicated period, twenty-four people received sentence on criminal &ldquo;charges&rdquo;. The charges involve the alleged participation in terrorist organizations, illegal military formations, alleged public calls to terrorist and extremist activity. Other charges involve the alleged state treason, espionage, sabotage, blackmail, and abuse of the national flag of Russian Federation&rdquo; &ndash; said Elvir Sagirman.<\/p>\n<\/blockquote>\n<blockquote>\n<p style=\"text-align: justify;\">&ldquo;Thirty-seven people (one in absence) were detained in custody. Thirty-five out of thirty-seven were taken under suspicion of participation in &ldquo;Hizb-ut-Tahrir&rdquo; &ndash; noted Sagirman, adding that, besides this, all political prisoners under investigation in the occupied Crimea and on the territory of Russian Federation, received prolongation of their detention terms.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">According to the communication manager of CTRC, these facts indicate the violation of the right to due process.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" alt=\"\" src=\"\/files\/ck\/image\/quick-folder\/5_(36).jpg\" style=\"width: 800px; height: 511px;\" \/><\/p>\n<p style=\"text-align: justify;\">According to the estimations, in the first six months of 2019, there were registered three hundred eighty-one cases of such violation, two hundred sixty-one of which targeted representatives of the indigenous Crimean Tatar people. There were one hundred seventy-one case registered in the first quarter and two hundred and ten in the second. Compared to the first six months of 2018, the number of violations of the right to due process has dramatically increased from two hundred eighty-six to three hundred eighty-one.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">&ldquo;During this period, courts in the occupied Crimea and Russian Federation reached twenty-four verdicts on criminal &ldquo;charges&rdquo;, politically-motivated, as a rule. The same courts ordered to unlawfully detain thirty-seven more people (one in absence). There are registered one hundred thirty-three cases of term prolongation for Ukrainian and Crimean Tatar political prisoners. Courts in the occupied Crimea regularly deny the right to due process, reject appeals, do not allow photo and video, carry hearings under the closed doors, do not allow relatives of political prisoners in the courtroom, etc. The justice system that targets Crimean Tatars and Ukrainian activists, continues to ruin lives of more and more law-abiding citizens&rdquo; &ndash; said Elvir Sagirman.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">During the first six months of 2019, there were registered sixty-eight cases of the right to physical and mental health denial, twenty-nine cases of which targeted the indigenous Crimean Tatar people. The number of cases in the second quarter of this year is four-time higher than in the first quarter and is more than twiceas highas in the first six months of 2018. Then, there were thirty such cases registered.<\/p>\n<p style=\"text-align: justify;\">According to Sagirman, in the majority of cases, detainees were not provided with the necessary medical help, that resulted in deterioration of their health condition. Some political prisoners were forced to go through psychiatric examination.<\/p>\n<p style=\"text-align: justify;\">The right to physical and mental health was repeatedly denied to Ukrainian prisoners of war, defendants of the &ldquo;Ukrainian saboteurs case&rdquo; &ndash; Vladimir Dudka, Andrey Zakhtey, Evgeniy Panov; defendants of &ldquo;Hizb-ut-Tahrir&rdquo; case &ndash; Enver Seitosmanov, Teymur Abdullaev, Arsen Abkhairov, Eskender Abdulganiev, Rustem Emiruseinov, Server Zekiryaev, Servet Gaziev, Memet Belyalov, Raim Aivazov, and others; defendants of &ldquo;Vedzhie Kashka case&rdquo; &ndash; Riza Asanov, Crimean Tatar activist, Nariman Memedeminov, civil journalist; other political prisoners &ndash; Aleksandr Steshenko, Andrey Kolomiets, Hennadiy Limeshko, Yevheniy Karakashaev, Vladimir Balukh, and Edem Bekirov.<\/p>\n<p style=\"text-align: justify;\">According to Eskender Bariiev, during the first six months of 2019, there were registered thirty-six cases of unlawful transportation of political prisoners, thirty-one of which targeted representatives of the indigenous Crimean Tatar people.<\/p>\n<p style=\"text-align: justify;\">The report states that during this period, such political prisoners were transported from the occupied Crimea &ndash; Vladimir Balukh, left activist YevheniyKarakashaev, civil journalist NarimanMemediminov, DmitriyDolgopolovand Anna Sukhonosova, both charged with the alleged state treason,defendants of Yalta &ldquo;Hizb-ut-Tahrir case&rdquo; &ndash; Emir-Huseyn Kuku, Vadim Siruk, Muslim Aliev, Enver Bekirov, Arsen Dzhepparov and Refat Alimov, defendants of the second Simferopol &ldquo;Hizb-ut-Tahrir case&rdquo; &ndash; Tofik Abdulgaziev, Izzet Abdullaev, Vladlen Abdulkadyrov, Medzhit Abdurakhmanov, Belya lAdilov, Enver Ametov, Osman Arifmemetov, Farhod Bazarov, Akim Bekirov, Remzi Bekirov, Servet Gaziev, Dzhemil Gafarov, Riza Izetov, Alim Kerimov, Seyran Murtaza, Yashar Muiedinov, Erfan Osmanov, Seytveli Seytabdiev, Rustem Seythalilov, Ruslan Suleymanov, Shaban Umerov, Rustem Sheyhaliev, Asan Yanikov. Besides this, the transportation of Yevheniy Panov, the defendant of &ldquo;Ukrainian saboteurs&rsquo; case&rdquo;, continued for over a month. Zevri Abseitov, the defendant of &ldquo;Hizb-ut-Tahrir case&rdquo;, was transported from the detention center 1 in Rostov-on-Don to the detention center 3 in Novocherkassk.<\/p>\n<p style=\"text-align: justify;\">The report released by the Crimean Tatar Resource Center also includes information about the victims of religious, educational, and cultural rights abuses, the devastation of the Crimean ecology, toughening charges against political prisoners, improper conditions in the detention facilities, unlawful draft and military training, etc.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" alt=\"\" src=\"\/files\/ck\/image\/quick-folder\/6_(34).jpg\" style=\"width: 800px; height: 493px;\" \/><\/p>\n<p style=\"text-align: justify;\">Refat Chubarov, Chairman of Mejlis, noted that the duties of the OSCE monitoring mission in Ukraine are carried out by NGOs and the continuation of such situation is unthinkable for both Ukraine and OSCE.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">&ldquo;The OSCE Special Monitoring Mission does not include in their reports the coverage of the situation on the territory of temporarily occupied Crimea. I would be bold enough to say that a lot of activity that OSCE Special Monitoring Mission is supposed to carry out, is undertaken by the local NGOs, such as Crimean Tatar Resource Center, that has access to the detailed analysis of human rights violations in the Autonomous Republic of Crimea&rdquo;, said Chubarov.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><img decoding=\"async\" alt=\"\" src=\"\/files\/ck\/image\/quick-folder\/7_(35).jpg\" style=\"width: 800px; height: 534px;\" \/><\/p>\n<p style=\"text-align: justify;\">Chubarov also said that at the beginning of July, during the summer session of OSCE Parliamentary Assembly in Luxemburg, he approached Miroslav Laj\u010d&aacute;k, who currently serves asa Slovakian Minister of Foreign Affairs and OSCE Chairperson-in-Office, with a question: &ldquo;What prevents the OSCE Special Monitoring Mission in Ukraine to enter Crimea?&rdquo;. Laj\u010d&aacute;k responded that the decisions in OSCE are reached through consensus,and since Russia stands against the presence of OSCE monitoring mission in Crimea, such visits in Crimea are impossible.
